The Civil War ended before Oklahoma became a state, but the land was contended as Indian Territory nonetheless. In 1865, members of eighteen tribal groups, including the Cherokee Nation, Chickasaws, Seminole, and more, planned to meet in Oklahoma City to discuss an inter-tribal ceasefire in order to form a group to reestablish an agreement with the United States government. But the meeting—called the Camp Napoleon Council—had to move amid rumors of an attack by Union forces.
